Introduction

Welcome to the Vulnerable Learners Strategy 2015-18 Consultation. The development of this strategy has been shaped through dialogue with a number of education forums as well as through discussions with parents and carers involved in the Special Educational Needs and Disability system in Warwickshire. Comments from those groups have informed this latest draft version of the strategy.Within the definition of Vulnerable Learners this strategy focuses on those with Special Educational Needs and Disabilities and the principles underpinning this work in Warwickshire. The document also sets out the drivers for change, our belief in the central importance of working in partnership with stakeholders to fulfil our statutory duties, and the options open to us.

We welcome your comments on any aspect of the strategy. The closing date for responses is Friday 6th March, before it is presented to Overview and Scrutiny Committee on the 7th April and to the Council at its Cabinet Meeting on the 14th May 2015. After that date, it will underpin the work programme for the Vulnerable Learners Section and other related services.
